NOTICE OF RACE

 

The regatta consists of In-Port Races (Sanya In-Port Race and Lingshui In-Port Race) and offshore Races (Sanya-Haikou-Sanya Full Round Hainan Island Offshore Race; Sanya-Lingshui-Sanya Half Round Hainan Island Offshore Race). The regatta is open to IRC1-3 Classes and Dubois50 Class;

IRC1 Class and Dubois50 Class will sail the Full Round Hainan Island Offshore Race.

IRC2&3 Classes will sail the Half Round Hainan Island Offshore Race.

 

[NP] denotes a rule that will not be grounds for protests by a boat. This changes RRS 60.1(a).

[SP] denotes a rule for which a standard penalty may be applied by the race committee without a hearing. This changes RRS 60.2, 63.1 & A5.

 

1. RULES

1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS);

1.2. The WS Offshore Special Regulations (OSR) for a Race Category 3 Monohulls with Life Raft will apply;

1.3. For the offshore races, from 18:00 to 07:00 the next day, the relevant parts of the International Regulations for Preventing Collisions at Sea (IRPCAS), will apply and replace the rules of RRS Part 2;

1.4. The IRC Rules Parts 1, 2 & 3; except that IRC Rule 22.4 will not apply. There will be no limitations on the weight of crew except as required for boat approved capacity;

1.5. In case of conflict between languages, the English text will take precedence.

1.6. When RRS 20 applies, a boat may use <VHF72> to indicate her call for the room to tack or her response.

 

2. SAILING INSTRUCTIONS

The Sailing Instructions (SIs) will be available after registration.

 

3. COMMUNICATION

3.1. [NP]The online official notice board will be the WeChat "2024 RHN Regatta Group".

3.2. [DP] All boats shall be equiped with maritime satellite phone.

3.3. [DP] While racing, except in an emergency, a boat shall neither make voice or data transmissions nor receive voice or data communications that are not available to all boats.

 

4. ELIGIBILITY & ENTRY

4.1. Boat Eligibility

4.1.1. Dubois50 Class

The Organizing Committee (OC) will provide 6 Dubois50 racing boats with third party liability insurance and meeting the WS Offshore Special Regulations (OSR) for a Race Category 3 Monohulls with Liferaft to compete in one design class. Dubois 50 will sail the Full Round Hainan Island race.

4.1.2. IRC Class

Boats eligible to enter the regatta shall meet the WS Offshore Special Regulations (OSR) for a Race Category 3 Monohulls with Liferaft and comply with the definition of Monohull Sailboat not less than 35 feet (for the Full Round race)/33 feet (for the Half Round race) length overall (LOA). OC will group the IRC Class according to the entries received and based on Design Type, Current Rating, Hull Factor, Hull Length (HL), and Displacement Length Ration (DLR).

4.1.3. Boat Insurance:

Boat insurance is required by NoR 19.1.

4.1.4. IRC Certificate

Each boat shall produce a valid 2024 IRC Certificate.  If the replacement of sails and other equipment of the boat which affects the TCC value of the IRC certificate, it must be reported to the OC, and the Technical Committee will check that the new equipment to confirm if it complies with the certificate.

4.1.5. Boats are required to provide the legally valid certificate of ownership issued by the competent authority of the port of registry, the Certificate of Seaworthiness or equivalent document within the validity period;

 

4.2. Crew Eligibility

4.2.1. Local and international sailors who have reached the age of 18 before November 11th, 2024, are eligible to participate in the event.

4.2.2. Each participating boat shall have at least 2 ( for the Full Round) or 2 (for the Half Round) crew members who have completed Category 3 offshore race or corresponding nautical miles races as a helmsman, and 60% (for the Full Round) or 50% (for the Half Round) of the crew have the experience of participating in the offshore race. The details should be stated in the crew list for online registration.

4.2.3. At least 60% (for the Full Round) or 50% (for the Half Round) crew members of each participating boat shall have completed the " International Standards of Safety and Lifesaving Training Certificate" approved by the WS, or its equivalent.

4.2.4. The skipper or experienced crew members of each participating boat should hold valid A1F, A2F, ASA, CYA, RYA and other yacht driving licenses or at least an offshore skipper certificate.

4.2.5. Eligibility confirmation shall be determined by the OC. Participants shall abide by the final decision and shall not claim any compensation during the regatta.

 

4.3. Entry

The participating boats must submit the team information to info@hnoceanrace.com (Official Registration Email) before 18:00 Friday  October 18th, 2024 (please short indicate the name of boat). The details are as follows:

4.3.1. Entry form and crew experience statement.

4.3.2. Valid personal maritime safety and lifesaving qualification certificate.

4.3.3. Valid first aid safety certificate or equivalent certificate.

4.3.4. Photocopy of valid crew ID/passport/pass, etc.

4.3.5. Valid crew driving license.

4.3.6. Maritime satellite phone number (NoR 3.2) .

4.3.7. Each crew member shall sign the disclaimer and consent of rights provided by the OC.

4.3.8. Valid boat and crew insurance (Crew insurance can be purchased at registration) .

4.3.9. Boat AIS MMSI nine digital code and registered boat name.

4.3.10. Valid 2024 IRC certificate.

4.3.11. Team group photo and introduction.

4.3.12. Valid boat certificates.

4.4 The above additional documents may apply in writing to the OC for delayed submission and fees. The delayed submission may be accepted only after the OC confirms and approves.

4.5. The OC shall not be responsible for any errors or deficiencies in the information submitted by the participating teams.

4.6 According to RRS 76.1, the OC may refuse or cancel the entry of boats that do not comply with the Notice of Race.

4.7. Information change

The crew list can be corrected, added, or changed, but the change should not be completed later than 24 hours before the warning signal is issued. After the crew list is changed, the boat must still meet the crew qualification requirements of item 4.2.

 

5. FEES

5.1. Entry fee: RMB 3,000

5.1.1. The entry fee includes boat berthing, water, and power service fees during the event (November 11th - 18th, 2024).

5.1.2. Fee includes accreditation, souvenirs and tickets for the Opening & Prize-Giving Ceremony within the crew quota stated in the seaworthiness certificate; If the number of crew exceeds the number specified by the OC in this notice, the extra crew will need to pay for their own expenses, each crew can pay RMB 300 to obtain accreditation, souvenir and tickets for the Opening & Prize-Giving Ceremony.

5.2. Entry fee is not refundable if applicants cancel their entry. A written application can be submitted to OC if the cancellation is caused by force majeure or reasonable special reasons.

5.3. Accommodation and fuel fees

All teams will pay for their accommodation and fuel during the regatta. OC can provide recommended hotels for teams, please pay attention to the official announcement or call for consultation.

5.4. Rental fees

5.4.1. The OC will provide RHN-Dubois50 sailboat charter service, the boats name and advertisements will be decided by OC. The charter fees are as follows:

Charter Period: November 11th - 18th, 2024

Charter Fee: RMB 70,000 per boat (Entry fee is NOT included)

Damage Deposit: RMB 20,000 per boat

5.4.2. In order to ensure the safety of the regatta, boats shall install the YB Iridium ship borne positioning navigation equipment. The OC will charge a fee of RMB 1,000 per set for communication service. The period of use will be from November 11th - 18th, 2024 and the deposit will be RMB 4,000 per set.

5.4.3. The OC can provide paid maritime satellite phone (if needed) use at a fee of RMB 800 per unit (including 277 minutes call fee). The use will cover a period from November 11th - 18th, 2024 and the deposit will be RMB 4,000 per set.

5.4.4. The OC can provide paid VHF rental services (if needed) for a fee of RMB 100 per set. The period of use will be from November 11th - 18th, 2024 and the deposit will be RMB 1,500 per set.

5.4.5. The above deposits will be refunded after the race, provided that the rented equipment is returned in good working condition.

5.6. Please indicate the name of the paying boat and provide the billing information according to the general VAT invoice.

 

6. CREW LIMITATION

All participating boats are required to race in strict accordance with the crew quota stated in the seaworthiness certificate.

 

7. ADVERTISING

7.1. Advertising on the boat shall comply with WORLD SAILING Regulation 20  Advertising Code. The Organizing Committee may refuse any boat with advertisements which are deemed by the sponsor to be in violation of government regulations. If you have any questions, please contact the Organizing Committee as soon as possible. When registering, a brief list of all advertising items to be carried on the boat should be listed. If there are any changes in the advertisement, the Organizing Committee should be notified. Please refer to Appendix 3 for the position of hull pasting advertisement.

7.2. Boats shall display the event's sponsor's logo publicity materials on the bow and back of the boat in accordance with the Notice of Race and Sailing Instructions. Before leaving the host port, the start of the race and after the race, boats shall display the regatta flag. Promotional materials such as sponsor's logo, back rope flag and regatta flag will be provided by the Organizing Committee. The Organizing Committee reserves the right to report to the jury any attempt by the boat to deface advertising material provided by the Organizing Committee.

9. EQUIPMENT INSPECTION

9.1. Race equipment shall comply with RRS78 when presented for inspection.

9.2. Inspection will be in accordance with the OSR Category 3 Safety Regulations and the special safety regulations of the OC; All safety equipment shall be placed on board for safety inspection on team report and spot check during the regatta. The participating boats shall self-inspect before the regatta, sign the self-inspection list and submit it to the OC for retention. See Appendix 1 for the inspection list.

 

10. VENUE

Refer to Appendix 2 for details.

 

11. COURSES

11.1. Refer to Appendix 2 for Offshore Race.

11.2. The course of In-Port Race will be published in the SIs.

 

12. PENALTY SYSTEM

12.1. RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.

12.2. RRS 64.4 will be penalized at the discretion of the Jury; Penalties will be implemented in accordance with the SIs.

12.3. Decisions of the International jury will be final as provided in RRS 70.5 (b) should it be approved by Chinese Yachting Association.

 

13. SCORING

13.1. The Low Point System of The Racing Rules of Sailing (RRS) Appendix A shall apply.

13.2. For IRC classes the race real time of each boat will be Corrected by its IRC TCC for the ranking (if penalty points are to be accepted, the score after penalty points are added).

13.3. Dubois 50 & IRC1: For the Full Round group, one leg is required to be completed to constitute a series. The score of a boat will be based on the time she spent to complete the course Sanya-Haikou-Sanya. The scores in the In-port Races do not count towards the final score however, all teams shall participate in the In-port race. Failure to comply with this rule will be penalized by the RC with a standard penalty of 300 minutes to be added to the closest offshore race in time.

13.4. IRC2 & IRC3: One race is required to be completed to constitute the series. A boat's series score will be her scores in the Sanya and Lingshui In-port Race(which will count as one score), her score in the Sanya-Lingshui off-shore race,and her score in the Lingshui-Sanya off-shore race. A tie will be broken in favour of the boat with a better score in the last race .

 

14. CHARTER BOATS

14.1. The quality and/or failure of the chartered equipment. Will not be grounds for redress. This changes RRS 62.1

 

15. [DP]BERTHING

15.1. Boats shall be kept in their assigned places while in the marina; please refer to Appendix 4 for the port information involved in the race.

 

16. [DP]HAUL-OUT RESTRICTIONS

16.1. Keelboats shall not be hauled out during the event except with and according to the terms of prior written permission of RC.

 

17. [SP]DATA PROTECTION

17.1. For safety reasons, it is possible for the boat to carry the YB Tracking provided by the OC. If the tracker malfunctions or ceases to operate, the location information must be reported in other ways in accordance with SIs.

17.2. The organizer has the right to place cameras on board for media purposes. For the boat who refuses to carry trackers and cameras supplied by the OC, the OC may decline her registrations, cancel her registration, or disqualify her.

 

18. RISK STATEMENT

18.1. RRS 3 states: "It is the responsibility of the boat to decide whether to participate in the race or continue the race". By participating in this race,  each crew member agrees and acknowledges that sailing is a potentially dangerous activity with inherent risks. These risks include strong winds and rough seas, sudden changes in weather, failure of equipment, boat handling errors, poor seamanship by other boats, loss of balance on an unstable platform and fatigue resulting in increased risk of injury. Inherent in the sport of sailing is the risk of permanent, catastrophic injury or death by drowning, trauma, hypothermia or other causes.

18.2. All crew members shall sign the <Disclaimer of Liability and Declaration> provided by the OC, refer to Appendix 5.

18.3. Each crew member in this regatta is aware and agrees and acknowledges that:

Ø They acknowledge the risks involved in the competition. They fully recognize the dangers of participating in the race and fully bear the risks related to their participation, their health, and safety during and after the race;

Ø They understand and acknowledge that the organizers (including all officials and volunteers) do not provide any guarantees for their health and safety;

Ø They acknowledge that participating in this regatta may involve testing a person's physical and mental limits, accompanied by the possibility of death, serious injury, and property damage. Risks include but are not limited to risks caused by competition factors, facilities, temperature, weather, participant conditions, equipment, vehicle traffic, dehydration, and the actions of others (including but not limited to participants, volunteers, officials, and/or producers);

Ø They waive, and release any and all responsibilities, including but not limited to those arising from the negligence or negligence of the exempted entity or individual, including their death, disability, personal injury, property damage, property theft, or any form of future behavior that may occur, including their travel to and from this regatta, the following entities or individuals: the OC, their class, the organizer of the race (including all officials and volunteers), sponsors, and other participants related to the event, including personnel, employees, volunteers, representatives, and agents, as well as the organizers, sponsors, and volunteers of the race.

Ø The RC, security patrol boats, and other officials and volunteers provided by the competition organizers cannot exempt them from their own responsibilities. The assistance provided by the above personnel is limited to the assistance that can be provided under the circumstances, especially in adverse weather conditions;

Ø The fact that RC or TC inspects or does not inspect the vessel does not diminish the responsibility and obligation of participating athletes to comply with RRS78 and the participating project's "Level Rules".

 

19. INSURANCE

19.1. Each boat shall be insured with valid third-party liability insurance with a minimum coverage of RMB 3,000,000.

19.2. Every team member shall have a personal accidental insurance with a minimum coverage of RMB 800,000 or equivalent per event. The OC will arrange insurance company to apply for insurance on site. Those who need it can purchase it at the register.

 

20. MEDIA RIGHTS AND RESTRICTIONS

20.1. Each participating boat should know that:

20.1.1. Understand that the Organizing Committee has all the media rights of this regatta and will exercise this right at an appropriate time;

20.1.2. All members of the team shall unconditionally grant the OC the permanent right to publish and disseminate their names, images and profiles, as well as the photos, videos and audio recordings of the boats and crews before, during and after the regatta, regardless of the purpose and through any media around the world

20.1.3. Team members may accept interviews with media representatives approved by the OC before, during, and after the regatta, or provide interview materials. The content may include the regatta itself, the expected performance and strategy of the team, but no negative comments or interview materials that will cause harm, interference, or adverse effects on the OC, its officials and employees, the race committee, the protest committee, the measurers, the current or past sponsors

20.2. Those who are deemed by the OC to violate the above regulations may be disqualified from the regatta.

 

21. MEETING

21.1. The location and date of the pre-race meeting will be announced further;

21.2. The participants of pre-race meeting shall not be absent;

21.3. The participants of the meetings shall be skipper or deputy skipper or navigator.

 

22. PRIZES

22.1. IRC1 & Dubois 50 Classes

22.1.1. The top 3 overall winners will receive trophies and prize money (Total RMB 300,000);

The 1st Place: RMB 70.000

The 2nd Place: RMB 50.000

The 3rd Place: RMB 30.000

22.1.2. The First Finisher (Line Honour) in real time of offshore race will be awarded;

The First Finisher (Line Honour) : Sanya-West Coast-Haikou

      The First Finisher (Line Honour) : Haikou-East Coast-Sanya

22.1.3. Overall Champion will be awarded.

22.2. IRC2 & IRC3 Classes

22.2.1. The top 3 overall winners will be awarded;

22.2.2. The top 3 of each offshore race group will be awarded;

22.2.3. The First Finisher (Line Honour) in real time of offshore race will be awarded;

The First Finisher (Line Honour) : Sanya-East Coast-Lingshui

The First Finisher (Line Honour) : Lingshui-East Coast-Sanya

22.2.4.  The top 3 of each in-port race group will be awarded;

22.3. Other prizes may be awarded at the discretion of the OC.

Please read it carefully before signing.

I hereby declare that I have received advice and have been expressly informed of the dangers of this regatta.

In addition, I understand that there are several dangers in this regatta, including factors such as climate, walruses, equipment and personal ability, which may cause injury or even life-threatening risk to me. I also understand that this regatta will be conducted in waters far away from rescue facilities and medical facilities, and I still choose to continue to participate in this regatta.

I understand and agree that whether it is the organizer, organizer, co-organizer, guiding unit, sponsor unit, its branch; And any employee, supervisor, agent or transferee of such party (hereinafter referred to as [Exempt Party]) shall not be liable to injury, death or other damage, whether passive or active, arising out of my participation in this regatta or from the negligent act or negligence of any party (including the Exempt Party), Or his family, heir or transferee bear any legal responsibility. In addition, I declare that I am of legal age and competent to sign this release of liability, or that I have obtained the written consent of my parent or guardian.

I am signing this document on the understanding that the terms of this document have the effect of legal contract and not only narrative, I am signing this document of my free will and on the understanding that I have waived my legal rights, and if any provision of this Declaration is found to be unenforceable or invalid, that provision may be separated from this Declaration, The remaining provisions of this statement shall be deemed to be unenforceable and have never been included in this Statement.

I hereby use this document to exempt and exempt the organizers, organizers, co-organizers, guiding units, sponsors and their branches of the event; And all obligations and liabilities of individual employees, supervisors, agents or assigns of such parties, the relevant entities as defined above, for personal injury, property damage or wrongful death arising from any cause, including but not limited to any negligent act or dereliction of duty of the exempted party.
